The large letter "E" on the pink front is thought to stand for "Educational" and the details of the passenger, in this case a boy from Napier Street School, and ticket number (431) on the deep red back. Seems to be made from a type of linen cloth with evidence that it could have been sewn onto a blazer or similar clothing. A very unusual item in VGC. Any further information would be welcome.
